- 按国际上普遍的认知,中国还是一个“人制”的社会,企业管理的思路也深受“人治”环境的影响,西方管理人员认为遵守企业制度是天经地义的事情,而中国人认为“不遵守制度,方能显示出管理者的地位”,所以在中国企业中,很多管理制度经常是空中楼阁,形同虚设,这就是管理人员缺乏制度化意识的深刻体现。</p>

- 俗话说:“没有规矩,不成方圆”。对于制造型企业来说,若没有相应的制度给予支持,就很难顺畅的进行生产经营活动。而意识到制度化的重要性只是实施制度化的第一步,重点和难点在于如何实现制度化的管理。</p>

- 制度是企业为便于实施各个领域的管理方案而进行的必要的指导性、强制性的文字呈现。制度化的重点不在于制度本身,而在于需要依据企业的运作生态设计出自身的管理方案。成熟的制度通常以如下的方式产生:<br />
- > 调查管理现状; <br />
- > 设计管理方案和模型; <br />
- > 培训及实施辅导; <br />
- > 缺陷修正。

- 所有的制度都应是帮助或优化执行者的作业的,只要对执行者有帮助,能优化他们的业务,他们是愿意、乐于采用的,没有人愿意采用繁琐但没有价值的作业方式,即便采用高压政策强制执行,也会遭遇执行者的强烈的反弹,最终会流于形式,而不会形成习惯。</p>
- <p>
- 制度化是实现管理目标的基本手段,是治理公司的方向。企业的制度化水平是一个企业专业实力的体现,直接体现了企业管理水平和能力,制度化建设不可能一蹴而就,会随企业的管理进步而日益完善。</p>
- <p>
- 在实施制度化过程中很容易产生一些副作用,如在一定程度上抹杀员工的创造性,使企业失去活力;一些不合理、不具效率的制度被固化等等。所以制度化的建设应着力在企业的关键控制点上,要确保每次出台的制度能改善企业的运作,提高企业的效率。我们现在为没有完善的管理制度而苦恼,但制度化的鼻祖——西方企业在制度化的形态上已发生了显著变化,繁文缛节的文字少了,剩下的多是流程图和表单。当制度已成为员工的习惯后,制度也就简化成流程图和表单了,制度的副产品也就会越来越少。</p></td>
